Phantom Liberty is a spy thriller set in the world of Cyberpunk 2077 and a new large-scale adventure. The president's plane of the New United States of America has crashed in Dogtown, the most dangerous district of Night City. Only a desperate cyber-mercenary can save him: V heads to Dogtown, a city within the metropolis, whose inhabitants are ruled by the stern leader Kurt Hansen and his unruly fighters from the Barghest PMC. With the help of the sleeper agent of the NUSA, Solomon Reed, played by Idris Elba, and supported by Johnny Silverhand, the protagonist V unravels a web of betrayals and does everything possible to survive in a world of dealers and ruthless mercenaries.
The expansion requires the original version of Cyberpunk 2077.
Ten years before the start of Cyberpunk 2077, Dogtown, officially localized as Pёsy Gorod, did not exist. It was just another part of Pacifica, like the district from the main game. Everything changed during the Unification War of 2070 when the charismatic NUSA Colonel Kurt Hansen stormed the coastal part of Pacifica with army units. Expressing disagreement with the peace treaty, he refused to leave the occupied territory and entrenched himself there.
Pacifica was already an unfavorable area of Night City, and now part of it has turned into a hot spot, so problematic due to the fighting that it was fenced off with a high wall from the metropolis. This is how Dogtown appeared. Over time, it turned into an enclave with its own laws, traditions, and cultural features. Isolation also affected communication: Cyberpunk 2077: Phantom Liberty is localized into Russian, but characters speak in various languages and switch to another language every few phrases.
The Night City municipality has no power in Dogtown, corporations avoid it, and the NCPD police do not venture here. The area is controlled and monitored by Barghest. The PMC was formed from former NUSA military and street gang members, well-equipped and well-trained. In fact, it is Hansen's personal army, who over the years of isolation has acquired the image of a celebrated gangster and arms baron for some, and a terrorist dictator for others.
In terms of size, Dogtown is not outstanding. A few skyscrapers, one of which houses the Barghest headquarters on the roof, a huge stadium turned into a black market, an elite pyramid-hotel with a pillar of light bursting out, where important figures like Mr. Hands reside. There was also room for its own road network and car races. Since investors quickly left this area, there are unfinished buildings everywhere that have also deteriorated over the decade.
Visually, Dogtown is done in dark and gloomy tones, symbolizing a society at rock bottom, surviving on the ruins of infrastructure and governed by a harsh militaristic dictatorship. There are piles of construction debris, equipment, and tools everywhere. This contrasts sharply with the sparkling neon streets of Night City, whose atmosphere is much more positive.
Getting into Dogtown is not easy, but it remains part of Cyberpunk 2077. After completing the Phantom Liberty prologue, the player will be able to easily move between the DLC world and the main game through a checkpoint inspection. This is a formality: оружие не отберут, инвентарь не конфискуют, до установленных имплантатов не докопаются. А если раздраконить Баргест, то бойцы ЧВК, словно полисмены из Найт-Сити, погонятся за игроком — тогда ускользнуть можно через сторонние выходы, лазейки для обхода КПП.
События дополнения и основной игры сплетены биочипом в голове V, постепенно замещающим его личность Джонни Сильверхендом. Именно обещаниями удалить чип с полным восстановлением здоровья V мотивируют лезть на рожон в Догтаун. Phantom Liberty содержит одну дополнительную концовку для основной Cyberpunk 2077 и оказывает влияние на другие.
Повествование строится на сложных и харизматичных персонажах с мотивациями. У каждого хватает «скелетов в шкафу», которые заставят не раз поменять отношение игрока к тому или иному герою.
История в DLC незамысловата: нужно выяснить, кто пытался убить президента НСША. Задача потребует «особых связей», включая Соломона Рида (предан своей страной, но остался верен делу) и Алекс (агент под прикрытием). Расследование неожиданно выводит на след помощницы Сойки. Именно она подкинула V работенку и обещала спасти от смерти.
Сюжет активно эксплуатирует прошлое и мотивы героев, подтрунивает над клише «шпионских боевиков». Диалоги интересны и многообразны, что добавляет глубины персонажам, вариантов взаимодействий с ними: выбор игрока в ответах повлияет на ход сюжета и раскроет историю по-своему. Будет много эпичных и зрелищных сцен, при этом сюжет Phantom Liberty дает пищу для размышлений.
Оптимально начинать DLC перед финальным заданием, так как противники в нем агрессивней, не говоря уже о боссах. Сюжетные квесты в DLC появляются через промежутки игрового времени, но, за счет плотного потока активностей в мире, темп не провисает. Впрочем, Phantom Liberty можно пройти и в отрыве от основной игры.
Игровой процесс разнообразили случайными событиями — на карту сбрасывают ценный груз, за который сражаются группировки, но игрок может отжать его себе, если поторопится. Также стало больше активностей с автомобилями, появились задания с угоном, на которых можно заработать денег и расходников. Гонки расширили боевыми сценами, авто обвешивается пулеметами с ракетами в духе Twisted Metal 4.
Задачи игрока не изменились: исследуем мир, выполняем квесты, в том числе сюжетные, прокачиваемся. Введена новая, шестая характеристика — биочип. В ней меньше перков и способностей, но все они сильно улучшают шансы на выживание в Догтауне.
