Valve answered why they did not allow an independent studio to publish their psychological horror on Steam

In 2023, Valve representatives seriously wanted to reconsider their decision and allow the Santa Ragione independent studio to publish horror Horses on the site. Valve was informed about this in response to requests from journalists after the Italian developer publicly spoke about his problem.
Horses is a horror story about a young man who got a job on a farm, but eventually realized that all horses are actually naked people in masks who are kept there by force.
The game was first introduced in 2023, when it was at the initial stage of development. However, Valve declined to post the game on Steam. According to the developer, there has been no explanation for two years. At the same time, without the opportunity to sell the game on the largest site, Santa Ragione Studio risks closing completely.
Meanwhile, Valve reported that they were discussing the possibility of reviewing the decision. But in the end, they decided to stick to their guns.
«We reviewed the game back in 2023. At that time, the developer indicated with their release date in Steamworks that they planned to release a few months later. Based on content in the store page, we told the developer we would need to review the build itself», — Valve noted.
When the Steam team tested the build, the developer was informed that the game would not be released on the site «in accordance with the rules and recommendations». At the same time, Valve did not specify which points of the rules were violated in Horses.
