We need at least some filling, a plot!
- for example, with limited starting resources, you build an island (each cell gives a certain type of loot - classic - field food, forest tree, mountain stone and iron, a peasant costs 3 food and wood, a soldier costs 3 peasants and iron, a knight costs 3 soldiers and stone, wizard 3 knights and gold, the hut gives an improvement for the field and forest, the farm allows you to mine stone, the road spoils the field, but connects the farms, which allows you to build a bridge and a castle that bring gold, and so on)
and then you go fight your neighbor...
