Seiko (Blank City).
Seiko will replace Krauser in Mercenaries. To apply this mod, simply place these folders (em and xfile) in the RE4 directory that contains "game.exe". Confirm the replacement and you're done. This only works for the Ubisoft version/old version of RE4 (2007), not the Ultimate HD Edition.
