Find and download Ultimate ASI Loader (dinput8.dll file) to the root folder of GTA IV Complete Edition
Extract all files from the "IV.Project2DFXv4.4.zip" archive into the root folder of GTA IV Complete Edition or the plugins folder (create it if it does not exist)
