Steam has started to force refunds for pre-ordering the PC version of Ghost of Tsushima in countries without PSN

Steam users have begun to be forced to return money for pre-ordering Ghost of Tsushima: Director's Cut in regions where it is impossible to create a PSN account. The game is not available in more than 180 countries.
Some players have already received letters from Valv, informing them that the game is being removed from the Steam library due to the impossibility of creating a PSN account:
