Adds a button to the building info panel header that increases the upgrade level whenever you want.

Allows you to manually raise the level of a single building or an entire district, even if it doesn't meet the upgrade criteria. Be cautious with land value and the 'No Upgrades' policy. Buildings may be abandoned or destroyed if the level exceeds the land's worth.
