Thieves Honor Implemented.

This mod gives workers the Honor of Thieves perk, which prevents bandit units from deserting. There is a small UI bug that causes the incorrect number of defected non-bandit troops to be displayed when the perk is active. Works only with version 1.5.4 and later.
