Steam Doesn't Welcome Games With Forced Advertising — Valve Reminds

Steam users have noticed that the service has updated its recommendations for developers on hosting games with advertising. The requirement was not new, but now Valve has announced it publicly.
A similar explanation of what types of advertising are and are not supported on the platform appeared in the Advertising on Steam section of the Steamworks Documentation. Separately, the service administration noted games whose business model is built on watching videos for further progress. Valve reminded that such projects will be removed from the platform if the developers do not remove this element of monetization.
Developers should not utilize paid advertising as a business model in their game, such as requiring players to watch or otherwise engage with advertising in order to play, or gating gameplay behind advertising. If your game's business model relies on advertising on other platforms, you will need to remove those elements before shipping on Steam.
Mobile games are often guilty of this, so gamers were happy with the update to the Steam requirements. However, it existed before — as noted in SteamDB, the condition has existed for five years, but now Valve has decided to put it on a separate page.
The company recently officially announced that SteamOS will appear on new portable devices.
