You need to meet a number of requirements:
Once all conditions are met, you need to head to Lumin Square. Fast forward the time to 12:00 or 18:00. Then talk to Sam, who is standing next to the payphone and the car parking. This will start a series of quests related to the Riddle Club.
You need to find it and take a picture. It is located to the right of the noodle shop, next to the bus stop. Point the camera at it, wait for the «Target Found» sign to appear, and take the shot. You need to bring it to Sam. After this, the first part of his quest chain will be completed. You may need to wait before he offers you the second puzzle. Engage in other activities, such as completing some side quests.
Point the camera at the graffiti with the black and white dragons. It is located a little to the left of where Sam is sitting. The wall you need is next to the parking lot. As in the first case, you need to get a good shot and then show it to the quest giver.
There will be no specific question here. You need to reach Level 33 of the Interlink and talk to a curious passerby who is in Lumin Square near where Sam used to stand. Then talk to Marcel. You will find him next to the parking lot. He will ask a question and immediately give the answer himself. The task will be completed.
