Would give it 10/10 if it weren't for the level 30 cap (With Broken Steel DLC). If you go it alone, which prevents followers from stealing your exp, you'll hit the level cap about the same time as you finish the main Broken Steel questline. This is with half of the Wasteland and the other DLC not even started. To summarise, there's too much content and not enough levels to keep you interested — unless you're happy running around shooting (and getting shot at by) enemies for zero exp gain. Personally I just start over and try to do something different each time, like try an alternative DLC to Broken Steel which, btw, is excellent imho. However, if you do take a follower with you on your journey you'll level a lot more slowly and get injured a lot more because follower AI is mental. Regardless of whether you are sneaking or not, followers just charge in and then all hell breaks loose (Like all Bugsoft Games).
A plus point, and a big one at that, is none of the side or hidden quests are/involve "Radiant AI" generated crap so they're each unique and well written afaic. There are some real bullet sponges at later levels but nothing that a few Nuka Grenades can't handle or even "Vengeance" — assuming you have enough ammo. What I really like about this game is: you can do what you like when you like (akin to Skyrim LE) and it's only linear if you make it linear. 9/10.
