Unlocking FPS (Frame Rate)

Decouples game speed from frame rate, allowing you to play at high FPS at normal speed

Dynamically changes the values of fMaxTime, fMaxTimeComplex, and fMaxFrameCounterDifferenceToConsiderVisible. This allows you to have an unlocked frame rate without physical errors.

Ability to disable vertical synchronization on loading screens to speed up game loading. The effect is particularly noticeable if the game is running on a solid-state drive.

Fixes the rotation speed of objects and corpses.

Fixes the rotation speed in build mode.

Fixes the stuttering issue when accessing the terminal and Power Armor.
