Special Emergency Vehicles and FBI for Filibuster Rhymes Used Cars.

This mod adds new special emergency vehicles based on the models used in Filibuster Rhymes' maps. The vehicles can spawn at appropriate spawn points (police, ambulances, fire trucks, rangers) with a lower chance than usual, and loot distribution has been added (police items on police cars, etc.).
