Adds a new leader for Greece - the tyrant Polycrates.

Ability - Tyrant of the Mediterranean:

+30% to production when creating naval units in cities with at least 2 specialized areas;

+50% to production when creating the first district in the city. Cities with an aqueduct cannot be besieged.

Historical goal: Enlightened Tyrant. Loves civilizations with high production and culture. Hates civilizations from other continents.
