An isometric football simulator built around matches between national teams, FIFA International Soccer was the first game in the FIFA series. Its angled viewpoint set it apart from many football games of the period.

The player controls one footballer at a time and can switch between teammates. Up to four players can take part simultaneously, controlling footballers on the same or opposing teams. The game includes exhibition matches, a tournament with group and knockout stages, a standalone playoff mode, and a league. Team formations and tactical options can also be selected, and the players have fictional names.
