Spolens Tweaks.

This mod will introduce several changes to enhance the game.

Features:

- F4 opens the technology window

- allows you to see star names, slightly reducing their size.

- reduced texture for empire borders to lessen system load

- changed the maximum guaranteed habitable worlds from 2 to 10

- allows all ships to explore the galaxy, not just scientific ones

- enables empires to spawn closer together with random starts.
