A strategy game about rewriting the course of World War II, where the player rules a nation and commands its forces as either the USSR, Germany, or the Allies. The goal is to expand territory by capturing and developing cities while defending them from enemy attacks.
The player builds an army and commands infantry and tanks, oversees the construction of a warship fleet, and directs the creation of fighter aircraft. Battles involve choosing where to build fortifications and lure the enemy, while defense also means dealing with saboteurs and spies. After defeating an enemy, the campaign can extend beyond the original region, including into the territory of former allies.
