An arcade beat ’em up about police officers confronting crime and terrorism on the streets of Tokyo. The story unfolds through the perspectives of three cops with different play styles, and branches into multiple endings.

Players fight enemies hand to hand and, when that is not enough, use weapons ranging from handguns to rocket launchers. Hard-boiled police action is mixed with offbeat humor and sharply written dialogue.
