Google to Relax App Sideloading Rules on Android

Google is walking back its plans to tighten app installation rules on Android. The previously announced comprehensive developer verification system, which threatened to restrict software installation from third-party sources, will now be supplemented with special exceptions.

The plan is for the Android operating system to get a new tool in 2026, tentatively called an "advanced mode." This will allow users who understand the potential risks to manually authorize app installs from unverified developers. The company notes that this step is a direct response to the significant pushback from the community. Many developers and regular users had expressed concerns that Google's original plan would strip the platform of its flexibility and openness.

Special attention is being given to students and hobbyists who create apps for a small audience or for educational purposes. They will be offered a simplified account type that doesn't require full verification or a registration fee. However, these accounts will only allow software to be distributed to a limited number of devices, which the developer will have to specify in advance.

Google states that the primary reason for introducing verification rules is to combat large-scale fraud. They point to schemes where scammers, posing as bank employees over the phone, convince victims to install a malicious app that then intercepts two-factor authentication codes. The requirement to verify one's identity makes it much harder for bad actors to infinitely create new malware.

In this way, Google is attempting to strike a balance between securing billions of users worldwide and preserving freedom for those who value the openness of the Android ecosystem. The company promises to reveal the final details of the new mechanism in the coming months.
