Simple Freeze Time.

This mod allows you to freeze time. The mod's functions are activated by pressing the X button. By default, the Freeze Time ability requires at least 10 action points. If AP is depleted, a 3-second recovery is needed. If you want to use it an unlimited number of times, open the console and enter the command: set aaPFisTimeFreezeUnlimitedUse to 1,

the console command is case insensitive.
