This real-time city-building strategy is set in the Victorian steampunk world of Lethis, where the discovery of condensed steam sparked an Industrial Revolution and a period of urban growth. The player builds and develops cities, supplies residents with resources and ensures that production lines have enough workers. Trade with other cities, fulfill the Emperor’s requests and keep citizens happy.

The campaign features 26 missions across three difficulty levels, while sandbox mode allows city-building without mission objectives. The economy involves more than 24 resources, and settlements can grow around monuments such as a zeppelin hangar and an observatory.
