Starshatter is a space combat simulator that combines fighter missions with starship command. A campaign begins with the player as either a fighter pilot or the captain of a small frigate. Promotions and awards allow the player to advance to commanding a fleet carrier with three fighter wings and an escort of warships.
Fighter missions include taking off from and landing at planetary bases, engaging in aerial dogfights, and using missiles against ground targets. Fleet commanders can also direct battles tactically, assigning fighters to patrol or strike missions and ordering destroyers and frigates to engage enemy ships or protect the fleet from fighter attacks.
