The game continues the storyline related to the spread of the "dollar flu" virus. As it turned out, the quarantine zone in New York could not hold out, and the disease began to spread across America. The city fell in 27 days and turned into an abandoned ghost settlement six months later, where constant squabbles occur among the few survivors.

A multiplayer online third-person shooter with action and RPG elements in a large post-apocalyptic open world, Tom Clancy's The Division 2 continues the events of the first part, but in a new city — Washington. The player is still a member of the special unit Tom Clancy's The Division tasked with addressing the consequences of terrorism within the USA and restoring order in society.

The Snowdrop game engine has received minor improvements in graphics and animation, with the main changes concerning the technical aspects that ensure stable connections between players and the server, new gameplay modes, and features.

The sequel takes place six months after terrorists used biological weapons in New York. A civil war has erupted in Washington, the government has been evacuated, and the city is flooded with bandits, looters, paramilitary groups, and a few civilians.

According to Ubisoft, the game world is recreated in a 1:1 ratio to the real city, including all key buildings like the Capitol and the White House, as well as landmarks like the Washington Monument. The accessible area is only the city center, but the scale allows players to feel the vastness of the game world — it is simply enormous, twice the size of the original.

The world is divided into 20 zones, according to character level — from 1 to the maximum of 30. The higher the danger level of the zone, the more enemies there are, and the stronger they are.
