How to launch:

No intro:

Copy Game.ini to \Arkansas\Saved\Config\Windows;
Copy Startup_Splash.bk2 to ...\steamapps\common\TheOuterWorlds2\Arkansas\Content\Movies.

No shader loading:

Copy Engine.ini to \Arkansas\Saved\Config\Windows. If you use your own Engine.ini (e.g. from performance mods), just add the contents of this file to the end.
