Increased Fire Chance is primarily a base mod. It raises the likelihood of all fires occurring (including those caused by the science table and fireplace). The increase is not very significant (averaging around 50%), as the chance is quite low, but it certainly matters.
This will also increase/decrease the probability based on the mood and traits of the Sim performing the interaction:
Increase by 50% — uncomfortable, tense, angry, overwhelmed, clumsy, hot-headed
Decrease by 30% — inspired, confident, focused, perfectionist
Increased Fire Spread reduces the time needed for a fire to start spreading from 30 Sim minutes to 10 Sim minutes. It also slightly raises the chance that the fire will actually spread.
Slower Fire Extinguishing increases the time it takes for Sims to put out a fire. Combine it with faster fire spread, and you have a fun setup if you're that much of a masochist. Sprinklers are unaffected, so it would be wise to invest in them.
This option also reduces the time it takes for Sims to burn, so be careful! Your Sims will burn alive if you don't extinguish them quickly! Vampires also burn a bit faster, while mermaids burn slightly slower.
