When you start the storyline quest Return to Terrikon, a blue marker will appear on the map indicating the location of the side quest. Head towards it to meet Zakhar. During the conversation with him, you will be offered a quest that you must accept.

You will need to help the man retrieve a debt. Follow the new marker on the map, which points to a parking lot where bandits will be waiting for you. Deal with them, and then talk to David to complete the mission.
