Reworking and Enhancing Crime and Law Systems

Crime and Law Rebalance and Enhancement.
Changes:
Crimes
Minor crimes are disabled, law enforcement now ignores your petty offenses.
In the desert, there is now complete lawlessness, with no wanted status.
Train robbery is no longer an instant wanted level.
Bounty Hunting
The likelihood of dogs accompanying bounty hunters has been reduced.
U.S. Marshals (level 4) and Pinkerton agents (level 5 / maximum reward) will now hunt you down as soon as you accumulate enough bounty.
Witnesses
Witnesses are now limited to 1. Once you stop them, there will be a cooldown period before another witness appears.
Witnesses are now absent in the desert.
Artificial Intelligence
Lawmen are much more skilled and competent.
Pinkertons no longer take a long time to aim.
Response
Respawning of riders and wagons is now disabled.
Units in Saint-Denis and Blackwater have been completely overhauled. U.S. Marshals (and Pinkertons in Saint-Denis) will chase you down in the last waves.
Pinkertons now specifically use elite horses.
Wapiti warriors will be sent to Ambarino, and the U.S. Army will be dispatched to the Cumberland Forest (currently, they can only be seen in forced wanted status via Rampage).
Gear and Health
Lowen's health has been slightly improved.
Deployed lawmen are armed with rifles and shotguns.
Pinkerton and U.S. Marshal will carry a pistol as their sidearm.
Lawmen's weapons are always clean.
NPCs have different revolvers.
